Related to Issue #12, Issue #26.

This PR:

Moves the internals of ncbi2ena() and ena2ncbi() to an internal (non-exported) function
Generalises this internal function to extend the scope from sample ids to e.g. project ids
Updates some tests


          Implement ID conversions between ENA studies and NCBI bioprojects
