Implements most of the remaining coding tools:

  • scaling lists
  • long-term MC
  • fixes for adaptive quantization
  • many fixes, most conformance streams decode correctly now

Known issues:

  • WPP with multiple slices
  • conformance streams LTRPSPS_A / RPS_C fail
