Bug in generation of links from directories in HTML_ROOT corrected.

Now handles index_debug correctly and uses logerr rather than logdbg if it's TRUE, as logdbg is turned of if weewx.conf sets it to FALSE

Now does a lower-case sort on the list from HTML_ROOT, and has special cases for dokuwiki and NewNeoWx/

Generate $HTML_ROOT/index.html from directories in HTML_ROOT that themselves contain a file index.html.

This avoids having to rewrite index.html.tmpl each time a new skin is added.

Special rules are applied to the dokuwiki folder as it's currently not clear if sguweewx.html can be renamed to index.html.
