Hide waitlist behind `SHOW_WAITLIST` feature flag. Right now it should be hidden.

Approved for prod. Was two very small changes minutes after I tested and approved #657 so I didn't run the whole checklist again in the interest of getting the XP allocation change to prod quickly.
