OpenJDK 17's keytool now requires the keyalg parameter. EL 9.5 has made OpenJDK 17 the default version which means it broke fresh Katelllo installations.

This depends on theforeman/puppet-certs#472 to be merged and released as 18.0.2, which is why this is a draft.
