Modified getblocktemplate function to support stratum-mining and other implementations

Fork at 22,000 includes the following changes:
-Flat reward system 5000 per block halved yearly for 7 years
-Increased POT security, in each Tx output size over 10 addresses, only the first 5 addresses are considered to avoid automated fishing of POT rewards
