test(dev): update black version CVE-2024-21503 #2829

Proposed changes

Resolved security alert about a test-only dependency. https://github.com/thin-edge/thin-edge.io/security/dependabot/18. This has no effect on thin-edge.io itself, as black is only used by devs to format the test code which is written in python.
