Bump Ruby from 3.2.5 to 3.3.4

We are currently deploying to the `heroku-24` stack. While Ruby 3.3.5 is
available, we are having issues deploying to it.

This commit updates Ruby from 3.2.5 to 3.3.4 (which officially has
`heroku-24` support).
