RedfishClientPkg/Features: introduce boot option

- Introduce Redfish boot option driver and library.
This is to support Redfish resource at:
/redfish/v1/Systems/SYSTEM_ID/BootOptions
- Make ETag parameter as optional parameter in
CreatePayloadToPatchResource function.
