this PR reduces the default number of knot points used for continuous covariates in both the zero-order (indicator) basis and first-order (linear spline) basis expansions, as documented in
NEWS.md. these changes were requested by the architect (@markvanderlaan1967) and significantly reduce the build/testing time of the package.
