For similar reasons of why we renamed the test_stig.py test module, this renames the
test_openssl.pymodule so that it runs last. If this module fails after enabling the FIPS ssh module, all subsequent tests that use SSH will fail because the FIPS mode disallows certain algorithms. This causes too much noise in our test results and skews them unnecessarily. Move this test last so we can reduce the noise.Original PR: #15693
