This PR is for collecting updates to the changelog and release notes in preparation for the release of version 11.0.1. When developers merge PRs with changes for 11.0.1, they can make commits to this PR to update the changelog and release notes. This is meant to encourage us not to forget to include any PRs in the changelog/release notes and to avoid any annoying merge conflicts that might occur when updating the changelog/release notes in the PRs themselves.
