Tested the importer, but also tested combining sequences using (more-or-less) the specs from `BusStopRoute.compine_sequences`

These will replace the task in
lib/tasks/gtfs_routes_and_trips_import.rake, and all ofBusStopsRoute.establish_sequences.I haven't implemented actually using these yet. Figured it would be easier to review them on their own.
It also takes care of #288 once it's actually in use, too.
