This is meant to be the initial version of the CSS 2025 Group Note.
It's based on the latest version of the CSS 2024 Group Note (pending any possible last changes from #11696).
I kept everything as is including the authors and only updated the year.
@svgeesus As you helped a lot with the 2024 snapshot, I thought you're the right person to add as reviewer.
