RobotPy no longer builds for these old Python versions on Linux ARM, as Debian Bookworm ships Python 3.11.
There were changes to typing that Pydantic 1.10.20 needs in 3.12.4.

RobotPy's cross builds are failing due to upstream changes that assume newer Python patches than what we currently build with. This updates our Python versions to the latest patches.
