The formatting of the LICENSE file in xen-api.hg appears to have been

corrupted somewhere along the line, the paragraphs have been collapsed
into single long lines with a trailing space.

Reformat by importing the pristine upstream version from
http://www.gnu.org/licenses/lgpl-2.1.txt (but retaining the special
exception).

The FSF's address was also out of date and is updated by this patch.
