First drop for use testing

Leia and Matrix (currently) compatible, Python2 and Python3 compatible. Mostly as submitted in PR #12661 by @phate89 with a smidge of cleanup for release.

Python scrapers are missing one notable feature in general at the moment, path specific settings.
