Why is this good for the game?

just is kind of goofy that a subhead of cargo couldnt push out announcements, gotta keep the cargo techs working when the radio is out.

I'd suggest letting the QM do department specific announcements too.

As an aside, I love the supply request console and wish it got more love. I use it a lot but others ignore it and they're terrible for this sin.
