Deprecate SbMediaGetBuffer{Alignment|Padding} (#3222)

Deprecate SbMediaGetBufferAlignment() and SbMediaGetBufferPadding().

Modified nplb tests to ensure that the alignment is always set to 1 and
padding to 0.
