Bump xmldom and osmtogeojson

Removes [xmldom](https://github.com/xmldom/xmldom). It's no longer used after updating ancestor dependency [osmtogeojson](https://github.com/tyrasd/osmtogeojson). These dependencies need to be updated together.


Removes `xmldom`

Updates `osmtogeojson` from 2.2.12 to 3.0.0-beta.5
