Fix ZLIB_INTERNAL usage
Checking in initDeflate() call is problematic, because it can be called from different threads concurrently. This doesn't lead to any problems in practice, but technically this is undefined behavior, and also leads to ThreadSanitizer warnings.

To fix ClickHouse/ClickHouse#63319 (just updating to the latest version, didn't look for the exact commit with the fix)
See the last commit for some nontrivial conflict resolution, hope I got it right.
