Added 3.12 to version matrix an use it for publishing on PyPI.### Motivation

Python 3.12 is has been available for a while, I want to make sure toggl-track work correctly on 3.12.

Change description

  • Add 3.12 to the Python versions matrix
  • Use 3.12 during PyPI publishing
