This PR brings in changes from @acollow in re CEDS (see GEOS-ESM/GOCART#282).
It should also be brought in with a new Chem version, see
GEOS-ESM/GEOSchem_GridComp#279→ Now in thedevelopbranch of GEOSchem_GridComp.This also requires updates to GEOSgcm_GridComp (see GEOS-ESM/GEOSgcm_GridComp#1021)
This is non-zero-diff for any runs that use the CEDS emissions.
NOTE: I'm blocking this until GEOSgcm_GridComp and GEOSchem_GridComp are tagged.
