Tiler Cache Refactor, Tegola Upgrade & OHM-website Upstream Catch-Up

From our last call, we decided that everyone needs to thumbs up when there are changes to the website.
I am going to push a checkbox to approve this before merging it into production.

All the ohm-website changes that I know about were made directly to our fork and are not from upstream aka openstreetmap-website. @Rub21, let me know if I missed something.

Noting here that the website QA was done here, OpenHistoricalMap/issues#952, so AFAIK we should be OK to release the staging website.

• Tiler DB update to Postgres17 and postgis:3.5
• Instead of using Python to create materialized views, pass them to an SQL script and refresh them in the Bash script along with Imposm data updates.
