Feat Setup instructions for WinTAK

What does this pull request do?

user can setup wintak. wintak is running on the windows 11 vm which is run on VirtualBox 7.1.

Which issue number does this address?
#124

Add videos and images if possible.

How did you implement it?

pushed virualbox.deb and Windows11 with WintAK.ova file to airlab storage and added rsync instructions to pull and then setup

Testing

How do you run the tests?
Setup is complete if you see WIntak loading

What do the tests do?
Load WinTAk on Windows11 and connect to airlab TAK-server

What are the expected results of the tests?

Did you update the docs (and where)?

Thank you @adityarauniyar ! Could you follow the PR template, please? That will help us approve the merge. See #201 as an example.

The instructions are there which is great! What should the user expect to see after following the instructions?

Can more background be added to the docs in addition to the bash commands? For example, what software are you using? How do things connect? What should the user see?

Cool, thanks! Looks like a good start. Will merge for now because it's just docs. Looking forward to actual integration. Perhaps we can turn the commands into a bash script in the near future? @adityarauniyar
