Align Case-Ing to make topic titles consistent

• Platform and PDE "Development User Guide" instead of "development user guide".
• "Getting started" is used in stead of "Getting Started" by the other projects.

Shouldn't all the topic be in title case?
Currently this is quite a mess. Some are title case some are sentence style:

Title case consistently everywhere would be better. (I did that once for the N&N content titles, but there's just too much to do.)
