Comparison to 2.4.0: ignition-physics2_2.4.0...ign-physics2

Needed by:

• Added components to dynamically set joint limits gz-sim#847
• Added support for tracked vehicles gz-sim#869

Checklist

• There are no changes to be ported from the previous major version
• No PRs targeted at this major version are close to getting in
• Bumped minor for new features, patch for bug fixes
• Updated changelog
