✨ MOD: Add a new config in manager.New to set on stopped leading function #2862

manager.New() method can't set onStoppedLeading function to options, so we can't set some special LeaderCallbacks in controller-runtime New Method to create a manager.

just add a option onStoppedLeading in manager.Options and set it to manager.controllerManager.onStoppedLeading

Hi @calmkart. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

You can just run this after the manager ended to achieve the same result or not?

lost leader is not equal manager ended. so we can't do that in operator's preStop or other hook.

What is the difference? The manager ends after it lost the leader?
