[WIP] 30 add neck hwi

Implement neck hwi.

Before merging, we still need to:

• Setup orbita neck params in URDF. #88
• Check neck parameters (alpha, encoder resolution, reduction)
• Store and load orbita zero hardware #89 (see Load reachy config and pass it as launch parameters #103)
• test it on real hardware
• publish rustypot 0.3.0
• decide how we deal with the closed orbita_serial_controller
• update CI Joe so it can build or skip neck_hwi
