Update values-ro (Romanian)

Changes

• Added all missing necessary translation strings into the file;
• Fixed some translations because some of them weren't really according to the romanian grammatical rules and/or to establish more clarity between defined and undefined;
• Translated a lot of string lines (some of them have been based on researches to grant an accurate translation);
• Fixed more accent issues – Ţ (T with cedilla) has been changed to Ț (T with comma) and Ş (S with cedilla + commonly used in turkish, azerbaijani, turkmen and kurdish) has been changed to Ș (S with comma) – to fit with the romanian accentuations, it was really very noticeable for me and it's important to point out, even though some doesn't really care since they have practically the same proposal;
• Removed extra space at line 909.

It's important to clarify that the both &#x201e and &#x201f that appear in the file belong, respectively, to the quotations used in romanian language. U+201E means „ and U+201F means ‟. These may not appear correctly in GitHub for some devices due to the limitations established to a determined mono font, so I would recommend you to consult carefully the Unicode tab with the character code and name if this conflict happens between the typeface that supports them to avoid confusion. This is to make sure the character to be showed up in-game is really what is described.
