    Udate to build-and-release tools and install doc for reportmailer

    Some minor usability tweaks.
    
    - Add a "ticker" event to tview.
    - reportmailer "configure":
       - now handles space on modal dialog buttons.
       - time editor shows current time and time zone for reference.
    - yamlmaker: change which use cases are hidden without the -P option (developer containers). The new list is:
       - hidden: action scripts, arango, base, chromedp, flexera, full
       - shown by default: adoption, hotwarm, reportmailer

    A couple of fixes following more testing.
    
    - Fix to "client.findMultiple()" - fixes issue with hot/warm handling of some static groups.
    - ChromeDp.js : optionally screenshots the modal dialog if one blocks progress.

    Further work on the 3.0a release.
    
    - Handle deprecated "roleName" field in the USER DTO.
    - Migrate some tests and mocks from 2.1
    - Add doc notes about switching to user "turbo" if required when installing POD use cases.
    - Remove bcrypt and decrypt libraries from default build.
    - New "global" variable to reference the JS top-level scope.
    - Fix issues with using consul to store keys.
    - More pre-flight checks in yamlmaker to guide users away from recently observered bad practice.
