Please create a skeleton app for the ReportVision backend and save it in a backend folder in the root of the repo

the skeleton should be able to connect to the DB (postgres)
initialize the db and include a revision system
export a crud api for the frontend for the templates
the backend will be selected based on the output of this ticket
Please use the SpringBoot Framework
