feat: add new tl detector artifacts download

• To add trained traffic light detector from whole image
• To address issue Replace Traffic light detection model autoware.universe#9719
• TIER IV internal link

How was this PR tested?

• Run ./setup-dev-env.sh to download added artifacts
• Inference new model with launcher added by PR: feat(tensorrt_yolox): add launch for tlr model autoware.universe#9828
